CHRONICLE OF DERBYSHIRE COUNTY COUNCIL’S (DCC) INTENDED DISPOSAL OF ELVASTON CASTLE AND COUNTRY PARK, UP TO AUTUMN 2010

KEY ASPECTS:

July 1999
The Elvaston Castle and Country Park Members Working Party received report from officers (resolved), that private financing needed to be explored. The decision was taken to seek private funding.

August 1999
DCC’s Garden Restoration Proposals – public questionnaire.

October 1999
DCC advertises the sale of Elvaston Castle Country Park in the local press, leasehold or freehold. London specialists FPD Savills hired, plus W.K. Marshall as Derby agents.

November 1999
DCC advertise sale of Estate nationally and internationally.

February – March 2000
DCC hold public consultation titled ‘Have Your Say’ on the fifteen applicant’s proposals.

2001
First preferred developer appointed.

2002
Preferred developers contract terminated.

November 2004
Full Council resolves to appoint another preferred developer.

July 2005
DCC advertises 123(2A) notice (Disposal of Open Space) under Local Government Act 1972, the intention to dispose of Elvaston Castle and Country Park by long lease.

January 2006
DCC hold Elvaston Castle and Country Park ‘Final Public Consultation.’

April 2006
DCC publishes another Section 123(2A) under Local Government Act 1972, giving notice of intention to grant a 150 year lease of the Castle and approximately 150 acres of the Country Park to preferred private developer.

2006 – 2010
In 2009, DCC changes the proposals so that the area covered by the lease increases from 150 acres to the entire (315 acre) Parkland. The Gardens will be 'leased back' from the developer (at taxpayer's expense!) for; 'maintenance purposes and to ensure public access'. Negotiations ongoing between DCC, English Heritage and preferred private developer.
